The reason why this paper focuses on Mori is that this period was the founding of the Imperial University administrative system, and from the perspective of path dependency in institutional evolution, it is the intention of this paper to investigate how public education in the early Meiji period, including the Imperial University, was modernised on the basis of the historical contingency of the transformation of Mori's personality.\n   However, it is said that Mori was a liberal before that and a nationalist after he was stationed in Britain, and the challenge of Mori's subsequent research is how to position these two contradictory positions in Mori's life.\n   This paper reviews previous studies that refer to changes in Mori's thought throughout his life, sets out the issues to be addressed in this paper, and clarifies the paper's own methodology for investigating these issues (Chapter 1). Based on this methodology, we then analyse Mori's discourses and grasp the changes in his principles during his lifetime (Chapter 2). Based on the above, it is clarified what the issue of personality conflicts actually was (Chapter 3). Finally, as a conclusion, the logic of the powers that be in the founding period of the public education system, including the Imperial University, and the point at which this was achieved in the transformation of Mori's personality throughout his life will be clarified (Chapter 4).\n   To conclude, firstly, it is not a contradiction for Mori to have two personalities, liberalism and nationalism, because personal and social personalities coexist in human beings. Secondly, for Mori, wealthy country was the aim of public education management, and there existed a bureaucracy-specific rationalism.
