This paper examines the external environment of university management from the perspective of control by public authority. This paper consists of five chapters. Chapter 1 is a review of previous studies, explaining why this paper, a study of university management, seeks knowledge in the three fields of law, business administration, and education, and the significance of this paper in each of these fields. Chapter 2 explains the principles and effects of the state's management of universities through institutions, in accordance with the sociological theory of new institutions. Chapters 3, 4, and 5 are historical studies of the development of the university management system in Japan. Of these, Chapter 3 discusses the principles of university administration in 19th century Germany, which the Meiji government referred to when establishing the Imperial University.\nChapter 4 investigates the management principles of the Imperial University, which the Meiji government modeled after Germany, through the thoughts of the founder of the Imperial University, Minister of Education Arinori Mori.\nChapter 5 examines the Japanese government's management principles for universities after the war.Finally, it concludes that (1) as an agriculturally backward country in the Meiji era, Japan was the sole investor in modernization by the state, (2) universities were thereby centrally controlled by the government, and (3) because of this, postwar universities were also controlled by regulations enacted by the Ministry of Education, Culture, Sports, Science and Technology (MEXT), more so than laws established by the Diet.
