It came to effect in 2018. This Convention is the agreement among signed nations on the qualifications for higher education. This paper aims to consider the impact of this agreement on the National Education System of secondary education stage, focusing on home school (or homeschooling.) Furthermore, this agreement aims to expand the educational opportunities globally and activate economic activities by increasing mobility beyond national boundaries by fairly recognizing the qualifications.  The reason to deal with this agreement in this paper is that the basic idea of the Convention is along with the internationally agreed idea of the Sustainable Developing Goals (2015 ), namely, “quality education for all.“ It also closely relates to creating a national education system that includes and extends public support to all children. In Japan, with the Educational Opportunities Assuring Law in 2016 (abbrev.), the move to draw the new picture of a national education system that embraces children who used to be outside of the national education system has accelerated. This move also was pushed by the Ministries’ policy to realize the Individually Appropriate Learning and the online learning caused by the COVID- 19 pandemic. Home school is one of the most challenging types of learning to be legally admitted in Japan at the moment. Yet, public support is necessary. There are more than 180,000 children who find difficulty learning at traditional schools in 2019. One of the characteristics of the Asia-Pacific Regional Convention 2011 is to recognize and evaluate the untraditional learning experiences and methods such as volunteering, internship, online learning. The agreement provides a broader definition of secondary education than traditional ones, and it requires the treaty nations to properly recognize the learning experiences and qualifications for higher education that are effective in the overseas students' home country. Australia, New Zealand, the United States, Indonesia, Singapore legally allows home schools, and some universities accept homeschoolers.
