| 内容記述 | 外国人集住都市に立地するニュータウンであるH団地は、多くの外国人人口と、そこから派生する「問題」を抱えてきた。外国人住民との関係構築を模索する理念として、「多文化共生」という概念があるが、そのための施策はこれまでのところ、当事者の取り組みを社会的に追認する形で模索されできている。そこには、包括的視点を欠いた外国人労働者導入と「共生」概念の曖昧な使用がもたらす問題が、当事者に重くのしかかる現実がある。 | |||||||||||

| 内容記述 | A New Town named "H.", with a large population of non-Japanese residents, has had so-called "problems with foreigners". NPOs and community residents are making efforts to find solutions for the "Problems" existing there such as lack of communication, distinctions of manners and learning deficiencies of children and problems on medical services. Nowadays, the concept of "Multicultural Symbiosis (Kyousei)" is purported as a principle by which Japanese may get along with non-Japanese residents. However, the ambiguity of this concept and the lack of a comprehensive policy for immigrants may cause confusion, despite the efforts of NPOs or other players. | |||||||||||
