内容記述 | Fiji has four coups after the independence of 1970. The Fiji Labour Party - National Federation Party coalition had won the 1987 general election. The leaders of the Taukei movement in 1987 saw the new government as a vehicle for Indian domination and were ready to violently oppose the Fiji military forces whose then commander, Brigadier Ratu Epeli Nailatikau, had promised to the new government that it would not hesitate to use the military to put down any violent protest from the Taukei movment. But Colonel Rabuka did not agree with that decision. He thought if the mainly indigenous army was used against Fijians it would make matters worse. Then he said, in the interest of national peace and security he overthrew the newly elected government. The Great Council of Chiefs recognized to change the Constitution in favor of the indigenous Fijians. And again Rabuka took over the government on September 25, 1987 and declared Fiji a Republic which meant the loss of membership of the Commonwealth. It was said that the tension in the relationship between indigenous Fijians and Indo-Fijians had been buildin up in the 1970s and 1980s. But I think that the ethnic conflict became strikingly notable in the political scean from the 1987 coup to the 2006 Baimimarama's military coup and that we can call this period 'post-colonial' situation. The 2006 Bainimarama overthrew Qarase's government in critisizing its racial discrimination and political corruption. That was an inner conflict among the same Fijians. Nevertheless on April 10, 2009 the Court of Appeal declared the dismissal of Laisenia Qarase as prime minister, the sacking of his Cabinet and the dissolution of Parliament were all illegal acts and the appointments of the millitary commander as prime minister and his ministers were not validly made. The interim prime minister Commodore Voreqe Bainimarama decided to await the President's decision and returned to the army barracks until Ratu Josefa Iloilo would appointe a caretaker prime minister. On April 10 the president abrogated the 1997 Constitution. and he appointed himself as Head of State under a new legal order. He said a caretaker government would rule for five years until elections by September 2014, and he promulgated the Public Emergency Regulation. Bainimarama was appointed as interim prime minister again. In "A STRATEGIC FRAMEWORK FOR CHANGE" Bainimarama declared "my Government shall be an agent of change" and the 2014 elections under the new constituition, common and equal citizenry, the reduction in Government expenditure. And he insisted to review the size of the new parliament and the voting age, the qualification of the membership of the Great Council of Chiefs, the distribution system of the lease monies etc. Bainimarama's new interim government intends the modernizing of the Governmental systems and organization. It challenged the privileges of chiefs and of the Wesleyan Church which inspired the trinitarian "matanitu, lotu, vanua" design of the indigenous Fijian polity. That means no more 'post-colonial' ethnic conflict, but 'post-"post-colonial" situation among the Fijian People. | |||||||||||
