内容記述 | The idea of school choices came into being as an alternative to the stiffened and centrally controlled public schools on a national level in the late 1970's. Voucher systems, charter schools, and magnet schools were proposed as such choices in the same period. Through the freedom of the school choices it was hoped to elevate the level of school achievement, local as well as national. Magnet schools, in particular, were created to provide public schools with unique educational opportunities in an integrated setting. The magnet school policy is designed to ensure equity and equal access to magnet schools for all children while maintaining racially balanced schools. With a brief introduction of changes in educational policies nationwide over thirty years, this note will explain the general features of magnet schools taking their examples from Chicago, whose Public School system is a strong advocate of this program and also will summarize the controversies raised against the program by the Chicago Urban League. In addition to the controversial issues taken up by the Chicago Urban League, there are a few basic questions to be asked. One of them is the question of the relationship between schools and local residents: when the number of students and pupils who choose magnet schools outside the local school increases, the local control will be lessened, which seems to go against the current democratic concern of regaining the strength of a local community's control of their own schools. One wonders if this new program would allow the bureaucratic administration to prevail again over the decision-making of local schools. One might also like to ask how minority groups other than African Americans in Chicago are reacting to this program. A further follow-up study will be needed to examine the effect of the program of magnet schools upon school communities in Chicago. | |||||||||
