| 内容記述 | From the perspective of management and organizational theory, this paper analyzes the relationship between public authority (the executive branch) and universities as a form of domination, focusing on changes in Japanese higher education policy since the 1990s, with particular attention to the Central Council for Education’s 2005 Future Vision Report. The paper addresses two questions: first, whether the Report can be regarded as a declaration of a fundamental policy shift; and second, whether the government–university relationship depicted in the Report—emphasizing support and autonomy—accurately reflects actual governance practices. The paper advances the hypothesis that although the Report employed rhetoric that strongly suggested a decisive transformation, actual policy implementation did not involve a rupture but rather a continuous modification of governance modes, and that perceptions of “policy change” were mediated through symbolic mechanisms. The analysis concludes that the Report produced a strong announcement effect, creating the impression of a shift “from regulation to guidance” and “from planning to autonomy.” In reality, however, what occurred was a transition from ex ante, direct ordering based on demand forecasting and establishment approval to ex post, indirect ordering based on the presentation of future visions and financial inducements through evaluation and resource allocation. This represents a path-dependent evolution from quantitative planning to qualitative planning rather than a move from regulation to marketization. The state thus retained its position as the principal regulator of the higher education system, calling into question simplistic dichotomies such as regulation versus market control. Moreover, the Report operated through a dual structure of meaning, combining an explicit message of support and autonomy with an implicit message of command and inducement. Through language symbols, this structure functioned as symbolic domination over universities. Because universities depend on public resources, they are placed in a double-bind situation in which contradictions are difficult to challenge, encouraging literal adaptation to policy labels and voluntary self-identification with state-defined norms. Overall, the findings largely support the initial hypotheses. Remaining tasks include empirical analysis of the political and growth-strategy context surrounding the Report, longitudinal examination of how this dual structure of symbolic domination has been inherited in subsequent policies, and comparative historical research on institutional transfer and evolution beginning with modern German university governance systems. |
