| 内容記述 | This paper is a foundational study that aims to develop a research approach for examining the realities of university governance under public authority (the executive branch) in Japan from the perspective of organizational theory. The study is premised on the view that contemporary Japanese university management system is shaped by strong path dependence rooted in historical trajectories. In particular, current arrangements continue to be influenced by institutional patterns formed in the Meiji period, when the Japanese government adopted modern Germany as its primary reference point for building a constitutional state. This influence extended beyond constitutional and administrative institutions to the sphere of higher education governance. Accordingly, the objective of this paper is to develop an analytical framework capable of elucidating how university governance systems in Germany evolved from the medieval period to the modern era, thereby providing a basis for understanding the historical foundations of university governance in Japan. Chapter 1 introduces the analytical perspective and methodological approach. Section 1.1 adopts the concept of path dependence as a research perspective, proposing that the relationship between universities and public authority should be understood not as a sequence of discrete institutional reforms, but as a self-reinforcing and non-reversible historical process. Section 1.2 complements this perspective by introducing an evolutionary approach, which conceptualizes university governance as an organizational phenomenon characterized by repeated processes of variation, selection, and retention through interaction with its environment. Chapter 2 constructs an analytical model for examining state power over universities based on the perspectives developed in Chapter 1. Section 2.1 draws on Max Weber’s sociology of domination to define domination not merely as coercion or command, but as a reciprocal relationship between legitimacy and obedience. This section clarifies that domination is mediated by the consent and action choices of those who are governed, thereby establishing the theoretical grounds for treating university governance as an object of analysis. Section 2.2, assuming a recursive relationship in which public authority and universities mutually constitute one another, develops a framework for analyzing how university governance evolves in a path-dependent manner under conditions specific to the German historical and political context. The concluding chapter provides a synthetic review of the arguments advanced in Chapters 1 and 2, articulates the academic significance and limitations of the study, and outlines directions for future research. |
